What is the baseball’s bleachers etiquette for arriving late? Arrived during the 4th inning on a Friday night game due to traffic. Can someone sit in your seat and not move? Tickets have seat numbers and are reversed.

You should wait until it’s between innings to go to your seat, or at least wait until there’s a break in the action, so you don’t block anyone’s view while there’s a play going on.
As for the seats, you paid for your specific seats. So did everyone else in the stadium. I think you’re perfectly within your rights to politely ask the people to move out of your seats. If they give you any hassle, ask stadium staff to get involved.
