When it’s the 3rd strike & there’s a passed ball, the batter can advance to 1st & must be .? Where’d this ?

Where did this rule originate, for what purpose was it implemented? Is it just to stop wild pitches? When did it come into effect?

Okay, it’s going to be a swing at a possible 3rd strike…
The batter is trained to swing and run, just let the ump call you out. It’s possible to still get on base when you’ve struck out 3 times if your ball passed the catcher.
Can anyone give me specifics on the origin of this rule?

There’s a rule in baseball that states if it’s the 3rd strike and there’s a passed ball, then the batter can advance to 1st and must be either tagged or thrown out.
I was asked where this rule came from and what does it serve.
Anyone know?
